I can't seem to get my Top Level Assembly BOM to list all the components including sub assembly components. I am switching between the Top Level and indented and nothing is changing?Am I missing something?

if possible, provide with some screenshots, someone here will be surely able to guide you
one option : try selecting 'detailed numbering' in indented option
second thing : what is that upto '28' number coming, is it serial no. of list of parts/assemblies, because i am confused, as why in all cases it is same digit !
third thing : if possible, provide with your BOM screenshot (you can strikeout your parts name, number or any other info), serial number(item no.) of BOM will be helpful
also try clicking left arrows before taking screenshot of ur BOM, as shown below
