Yes you can, as many as you need.
Go to Library tab > Library Manager > New Library
Here you can specify a name for the library, (this will be shown when you select to Filter when searching for titleblocks, parts, (cable and manufacturer), symbols and/or macros). You can set the data types which can be associated to the library.
This can be used for Favourites Parts, Symbols...By creating a library called Approved Parts you can then select multiple parts and associate them all to the library in one step. Anytime you want to reduce the number of listed parts and only view those that are approved select the library filter.

You can change the lengths of wires and cables in SOLIDWORKS using Edit Route, and then right clicking on the Spline and selecting Fixed Length.
You are now able to apply a length to the spline. Once this is done SOLIDWORKS will alter the spline accordingly, so if you go from a cable 200mm long to 600mm it will almost certainly create an error in the spline as it will add another 400mm to the spline, but if the alteration is small then you should have no problems.
Once that is done select SOLIDWORKS Electrical 3D command Update Wires / Cables Length... after a short process this will be completed and the revised length will be populated in the database and can be seen in your reports.

I just wanted to add that I tested this in SOLIDWORKS 2015 only, and modified a wire, but the principle should be the same.
