i am wanting to make a twist in a sheet metal bar of 90º. anyone done this or know of how to do it?
The Flex feature should do what you want. You'll want to select Twisting type, and adjust the trim planes to define the twisted area.
I'm wanting to be able to flatten it.
I don't think there is a sheet metal feature that will do that. But you can just add the twist at the end and suppress it for the flat pattern. I guess the problem with that method is that would not account for the part shortening due to the twist.
It's possible using a lofted bend (sheet metal feature)
Be sure you use the formed option :

The Bent and Formed manufacturing method options were new in 2014.
figures. still on 2013 cause of the college that does some stuff for us cant update... pointless to me, cause i have to fix everything they do and most times my fix is a complete redesign.
Yes, i'm on 2014, but i'm pretty sure i could do that in 2013.
You just don't have the 2 options to choose from in 2013.

I just tried it using SolidWorks 2013 and it works as expected.
i see in your file attached you use NON sheetmetal features. You should use a lofted bend from the Sheet metal TAB in the command manager :
my attached file is a sheet metal part with a loft in it. the lofted bend does not work! a lofted bend will not allow tabs in a twist. i attached my part to see if anyone could make it work. i can see that no one has tried.

I'm curious about the answers suggesting a lofted bend will do this. When I try a lofted bend cannot be added to or attached to a normal sheetmetal part. Eddy or Avery, can you explain how to do this?
they cant because it cant be done. they're creating a twisted lofted bend by its self as shown above. that's why there hasn't been a reply

I only focussed on the twisted part, as you can see in my image above. Sorry for not looking into it deeper.
If you want the flat faces also, you will have to use the lofted bend in the other direction. This is how I would do it :
create two 3Dsketches (don't forget fillets in the corners) i colored them red and blue respectively.
use lofted bend and unfold.
