Can anyone please tell me why I cant get sketch 66 to wrap onto this surface for me?
If it is impossible to do so, whats the best way for me to do it?
I didn't open your part, but Wrap only works on planar, cylindrical, and conical surfaces; not on spheres or toroids or non-analytic surfaces.
I don't think you'll be able to wrap onto that surface using the wrap tool. If you could get away with making that surface as an extrude rather than a loft then you would be able to wrap onto it.
Another method would be to extrude a new surface that is close to the target, then wrap onto the new surface, start a new sketch and convert the edges of the wrap, then project that sketch onto the actual surface. I've included your file with that method implemented.

As a "non expert" i have done it my way. You can take look on my part.
But yours is projected rather than "wrapped"
You can delete the faces around the design, then thicken each remaining surface, then combine with the original body. See my new attached file. If you wanted it recessed into the body you could thicken in the opposite direction and do a combine/subtract instead of add.
