Anyone has any idea why I can't apply the rib feature?
extend the top of the rib with a second line,
to intersect the cylinder at the top.

Can you upload the file? And can you do an "Up to Next" Boss Extrude of a rectangle on that same plane, following the same specs? I'm guessing there's a reason why it's unable to fully terminate (which is something it has to do on the target body), though it might be hard to see at this point.
Kelef's suggestion works if you don't mind the step, but to make this geometry appear as shown in the sketch you'd need a lofted feature so the rib was slightly rounded where it meets the cylindrical face and square at the bottom.

there is no radius indicated that I can see at 25mm,
hard to tell where the sketch is missing info,
either as you say the rib surface is convex,
or the tangent "step"/fill gap is not shown-
BTW the intersection doesn't need to go all the way.

Yes that's what I was saying - as shown by the drawing the rib would need to be convex.
As shown in the screen shot from SolidWorks it'll have a step.
It just depends on the design intent.
Those old hand drawn technical drawings are typically missing a lot of the true details that are required to model a part. The person drawing it probably never really even thought how that surface transition would truly appear. The real part most likely wouldn't look like either one since it is most likely a casting and would have rounded edges that aren't shown either.
I've had to stop myself from thinking,

you need to make it as a loft, why, because the top edge follows the curve and the the lower is a straight line.
I am an essential Solidworks user yet so can't really understand what's going on between you but Kelef's suggestion worked fine

If you zoom in at the top of the rib it will have a little step, this is what Matt is talking about.
