This is odd behavior, because nothing changed in the component. This is going to cause annoying problems with my PDM software. Does anyone know why this is happening, and what I could do to prevent it?

The assembly has changed as well as the part because of the addition of the smart feature to the part. so yes it needs to save to keep the link and references.
So I'm talking about the scenario I've got a part all set up and configured with all of its smart features. I go to a brand new assembly, and insert that part, then click the little star to insert smart features into the new assembly. For some reason my smart part thinks that it has changed, and wants me to save it, but nothing seems to have changed for it.
It has changed. Each part contains a "Where Used" list of assemblies that reference it. It wants to update that list.
