if the fan is the only thing generating flow, IE no initial conditions, i don't know why you'd be getting that error.

The thing is I get nearly the same result.
Even if I change the calculated time steps from (manual) 60 seconds to 15 or automatic.
The Volume flow is not a lot higher, just a bit.
In automatic timesteps is less than 0,1% higher
To have a look at it i set a goal on the outlet surface (not for convergence)
what happens if you go to steady state?
if you have a just a part for your fan
in an external analysis
no initial conditions
and you are still getting errors, i'd be checking your curve
the fan should basically be pumping at max flow if you measure inlet and outlet flow and mass rates
