We use 'the human mind'. #'s 1 & 2 we use specific release version called Frank. #'s 3 & 4 we use release version Diana. We're a bit old tech in that area though.
Ok, lets rephrase the question,
What system (forget about software to automate it) do you guys use to manage and report on design office resources?
We use PDM workgroup to distinguish dev. and prod. work, generate reports/lists of jobs and who is working on them + how long they take and who is free for more jobs. Any data is just 'data' so we just use these numbers to plan jobs in Excel in a very basic list with start, required by, and end date - with a description of the job and comments like 'I cant start the job because I don't have X and Y'. Everyone does it differently Gantt charts, calendars etc. The reason we use excel is because the data can be shown as charts etc. which can be communicated to other departments with ease.
