I would like to just only want to bend the middle ^ shape backward about 30 degree to make it like a hook.
But it doesn't allow me to convert the whole to metal for sketched bend.
I am not familiar with flex function to just bend this small part.
Does anyone have a suggestion?

From my experience bending roll cages, smaller rod (less than 1") and spring wire you won't get bends with that small of a radius, figure on at least 1.5 times the pipe diameter. I do a cheat and use square bar configured as sheet metal. I have configurations of the parts with a radius and without with multiple Unfold and Fold features.
if you use a square to bend it first, how would you convert it into pipe shape?
As I stated I use a configuration with radius applied.
I think your best bet is to draw your path for the sweep with the bend in it already. You'll need to use a 3D sketch for this. See if you can open the attached file to see how I did it.
