I am sure it is my fault but I haven't been able to fix it. My title blocks are smaller than my symbols. I have tried to change the scale of the project, the scale of the titleblock symbols, and the scale of the parts symbols but none seem to change anything. Does anyone have any suggestions?
Can you include a screenshot and/or attach a drawing?
A couple of things I noticed, Is your title block an actual title block, and not a symbol?
- When you insert a symbol, do you check the box, automatically size to drawing unit?
My titleblock is an actual title block. I messed around with the checkbox you mentioned and that seems to have corrected the symbol scale but the connection points are still way larger than they should be. See the screen cap.

I had submitted this to my VAR but hadn't heard anything before the weekend. They got back to me about 20 minutes ago and told me to deleted the drawing and start again. With the combination of setting the checkbox and recreating the drawing things are back to normal. Apparently SW knows about the issue but hasn't figured out why it happens.
Yeah, I'm not sure I'm buying that answer...but they should know better than me, right?
The deal with that checkbox I talked about is...sometimes you have to check it, sometimes un-check it. Will it be perfect? Usually not, but it will be much more manageable.
I swear it looks like your title block is a symbol - but you say no, so my best guess would be to right click on the drawing in your Document Book - go down to the Title Block option - you'll have a number of options to choose from - I'd probably go to Open, and try to modify what you've got - maybe scale it up, so it's not so out of proportion - I'm not sure.
