I think it follows your Windows settings.

Changing the Windows date to short date works as long as the parameter is set to SW short date also. BUT this is only applicable to the terminal (PC) that has the windows short date setting in place. If another user still has a four digit year setting the SW date will follow when opened (tested and verified). Hence ALL SW users will have to use the same Windows date format for the drawings to remain consistent. This may require admin level changes depending on your organization.
Suggestion: How about a 'truncated date' option along with or in place of the short date.
