While I agree that the Copy with Mates should create mates with concentric locks, I just recently learned that you can right-click on the Mates folder in the tree and Lock all concentric mates. Will that help in the meantime?
Not really, Lock Rotation is generally only used for fasteners or other items that orientation doesn't matter. Many other concentric mates you wouldn't want Lock Rotation enabled; for example, mating a plate with two tapped holes to another plate with two counterbored holes. Locking Rotation on those would/could overdefine the assembly and cause all sorts of errors.
It's easy enough to just find the last couple of mates you've added, highlight, and hit Lock Rotation... but it's just another step that I don't think should be there.
Yeah this really bugs me that you have to do an additional step to copy with mates. The lock rotation should copy over. I even just went to a Solidworks expo last week and mentioned this to one of the instructors and there is no solution. SolidWorks should update this as a no-brainer in the next release. Scrolling to the list of mates and selecting all the latest concentric mates with CTRL and locking rotation is a pretty quick way to fix this. But still, shouldn't have to do that.

I agree that the lock should carry over, but you're still locking them the hard way. Right-click on the Mates folder and choose "Lock Concentric Rotation" from the drop-down. That will lock all of them.
I too have noticed that if you have a component that has Lock Rotation enabled on a Concentric mate, the Rotation Lock is not copied with the new instances when using Copy with Mates. Is this a functionality we can get added/fixed?
