For several years we have been creating derived parts to show machined features of castings. etc. by inserting one part into another part. I just did it again and it created a weldment in the feature tree. I also recieved a popup message telling me that the units were different from the original part. This shouldn't be possible since both were created from the same template. I just upgraded to 2014 SP3. Is this a bug? It's a pain regardless....
I've seen that a few times also. It does appear to be a glitch.

Could be SP3. I use the Insert > Part function fairly infrequently and don't remember if I saw this in previous SPs.
Insert part creates Weldment feature only if you choose import custom properties of the inserted part so that the inserted part properties can be stored at cut-list level without disturbing/overriding the properties of target part.
The template error message shouldn't show up if the unit information of target part and inserted part is same. I am not able to reproduce it in case both templates are same.
Can you please share the some files in which you are seeing this issue and open a SR with your reseller to report this issue..
It never messaged about the units/properties before yesterday. It isn't showing up now. I think I selected to not show that message again. I would check the messages/errors/warning, but that locks everything up.
Anyway, I unserted a new part and unchecked the costom properties and the weldment wasn't created. Thanks for the assistance!

That is an error caused from transferring settings from a previous version. Resetting your system options should fix it (although you'll need to manualy reset them all)
