I am having a hell of a time with this and I don't know why. The part I attached needs to have Cut-Extrude2 cut at an angle. I've tried creating a plane at the angle I need but anytime I try changing the angle of the new plane from 45 degrees SolidWorks tells me it can't be done. Not sure if I'm giving it the wrong references to allow me to change the angle or not. Any help is appreciated.

You have two planes selected and the only option possible is a mid-plane.
Create an axis using those two planes and then use the axis and the front plane to create the required angled plane.
If you want the cut to be angled, I would suggest creating a plane at the desired angle and place your sketch on this plane. In the screenshot below, I placed two sketched lines at 30deg on the top plane, then created the plane perpendicular to the top plane and coincident with the one line. If you will sketch on this plane then your extruded cut would be at the angle.
I can't open your file since I'm on SW12 but I will usually create a sketch with some perpendicular lines and then use them to create the plane.

I just noticed the way you created the sweep produces eliptical tubing? Was that your intent?
