They are changing 25 computers from windows 8 to windows 7

That's is the question. They are replacing it because "7 has been longer and is is more reliable"
It sounds like someone made a judgement-call. If the "someone" is higher up than you in the corporate ladder, resisting the change will be bothersome.
Like Kelvin, I am not sure what "issues" you are referring to. Win 7 certainly does work well with SW, while Win 8 is relatively new. That is not what I would call an issue and I don't think I have heard of any problems solved by Win 8 over Win 7. Other than the time factor for replacing Win 8 with Win 7, I doubt there will be "issues".
