We are having lots of problems creating sheet metal parts, but that's a different matter, I created a drawing of a sheet metal part. But SW won't let me place dimensions on the curve and holes in the part, I really don't know what to do right now. The holes are made with normal cut.
1: Cut a small slot the length of your cylinder
2: Insert "unfold" feature.
3: Add your holes to the flattened sheet
4: Insert "Fold" feature to your tree
Then you can dimension the flat pattern (see enclosed)
If you make front view such a way that holes are perpendicular to the top surface of the feature, so that you can dimension it properly

Am using SW2013 so i cant open your .SLDDRW, but i opened your dxf file. you need to dimension the hole in flat pattern view? or in the other view
