I have two weldments, each saved as a part document. Is there a way to combine them so that I end up with one part document and one cut list?
yes you can,
Both parts should be a weldment part.

Actually they don't both need to be weldments. I insert hex nuts into weldment parts occasionally, and the cut list updates okay. As long as I don't mirror the nut, for some reason the mirrored nut will alway show up as a seperate item in the cut list.
This doesn't produce the result I was looking for. By doing it this way, none of the properties of the imported weldment (such as length and angle) show up in the cut list.
When you insert Part A into Part B, you will have a list of options to import, such as planes, custom properties, etc. You need to delete the part and re-insert it, selecting the properties.
I tried this, but the cut list still won't populate the same way as it does when the part that I'm importing is by itself. Anything else I can try?
If you go into the weldment cut list properties you should be able to fill out any missing properties for each part so as they will appear in the cut list. Do this by opening the cut list and then right clicking on a body in the list and selecting properties.
The only other way that I would do it is to use your newly inserted part to create a new sketch and weldment in the part. Then using the delete bodies comand delete your inserted part. This will give you the required cut list and will still reference your original part so changes to the dimensions of the original part will update in your file with both parts in it.
