Don't know of another way other than what you have mentioned. Need the 'add to stack' functionality of balloons.
Add to stack, Add to Ordinate, Add to Baseline and Add to Angular Running are all available as of SolidWorks 2014. Currently, this is not available for center marks, unfortunately. How often do you find yourself needing to add center marks to existing set of center marks?
Every time that I forgot a center mark . Seems like every time I work on a drawing with a pattern of holes for me. If I have to put a number on it, probably only once a month.

I wish I had a subscription..........I would vote for every one of them. Especially the reattach dangling centerlines and centermarks.
