I've noticed on two separate machines that when rendering images my CPUs are being max'd out by photoview360.exe at 100%. It does not matter how I configure the image rendering it pegs the CPUs every single time. The worse part is that this is happening on a workstation with dual Xeon E5 octal core processors. I am running a clean installation of SW2014 SP2... Is this just my setup or a bug in feature?

100% usage of all your cpu cores/threads is a good thing. That is intended behavoir.
As Jonathan suggests, set the affinity for the PV360 process by disabling a couple cores if you want to free up resources for other work while rendering. You can do that in the Windows Task Manager.
