I need some advice on my computer. I have been having some issues (described below)

It started with graphics issues. The screen would hang up with a small "view box" in the center of the screen in which I could see the data moving. I figured it was the video card so I replaced the card with a AMD W5000. The new video did not fix the problem. As time has gone on the computer has become slower. One major issue I have is that there is serious mouse lag. I will move the mouse, wait a half second or so and then the mouse starts to move. The same thing with the keyboard. If I type a sentence the computer will loose the first half of the sentence and then catch up and write the rest.
What I have done to try to fix:
1. Re-installed windows.
2. Ran mem test.
3. Defragged drives.
Another engineer in my office suspects it is the power supply, so I have a new one on order.
Beyond that, where do I go?
