Scaling issues

So I have a part that I want printed in wax, they have advised a 2% scale to allow for surface finishing when the metal cast is made from the wax. Scaling up using mold tools>scale is fine except it increases every dimension including the internal dimensions of the part... I need the external dimensions a little larger to allow finishing and polishing down to dimension but the internal surfaces should be the same to allow finishing back to dimension, as I can see at the moment they are too big as soon as scaled... does this make sense?

Any help would be greatly appreciated.

Thanks in advance.
