I don't think so. You will probably need to have only one concentric mate, and use something else, such as Parallel, for the other one.
You cant give tolerence in mates.Better to maintain the tolerence value in the part itself
I have had similar problems and wondered about the same thing.
Sometimes a downloaded (imported) part will have a dimension a few tenths off from the nominal dimension and it is difficult to mate unless I edit my part to match - out to 4 decimal places. A mate tolerance truncated at three decimal places seems like a reasonable thing to do.
Create an Axis at the center of the bolt hole pattern for each part and use them to mate.
