You can do a .0001mm fillet on the edges with a large set back, but then you have the fine fillet you may not want, and the resulting surfaces are ugly.
I would make a plane offset from a surface and then construct a revolved cut.
A Vertex Fillet might be a good enhancement request. Not sure how often I'd use it but some people might find it useful, after all there is a Vertex Chamfer in the Chamfer menu so why not a fillet version.
Yes, a vertex fillet can be a great thing. Pro/E has such a feature. I rarely used it in the 10+ years I used Pro/E, but it was a great tool when you needed it.
Here is a quick concept. You can obviously clean it up to your liking.
It is a whole lot more work, but you can also do this with individual sketches/split lines/delete face & fill with tangency (see attached). This can obviously be modified with conics, instead of simple arcs, if you need to make each leg a different length. I was surprised by how "clean" the final surface was.
I did a little more work on this to make it a little nicer, at least to my eye.
