Don't know of a way. That is getting more into the programming interface side of the software.
Why are you looking to remove it?
Pack and go is not a SW-specific routine. It comes from Windows functionality. As Scott stated, I don't believe you can disable it. If you could disable it, I doubt that it would negatively affect SW stability, but the loss of that functionality could be overshadowed by whatever workarounds your user-base may come up with.
