I would like to draw a spiral staircase with a central stringer.
But I would like the central stringer is made of rectangular tube.
How is it?

If I understood correctly you have problem with makeing spiral rectangular tube.
If that is the case, you can just use HELIX function (insert - > curve - > helisx/spiral) to create your spiral, and than just draw a profil (rectangle) in plane which is parpandicular to your spiral start point and use SWEEP function (insert - > boss/base - > sweep). It will give you option to choose profile and path. choose spiral for the path and rectangle sketch for profile. So that means you have to have two sketches. one for profile and one for path

Made in, I want to use the tool "build welded" to the production behind using this tool.
I made a turn but the profile "rectangular tube" does not follow the path.

You can't use weldment functionality with a helix or spline. So you won't get the usual automated weldment details.
If the profile doesn't keep the orientation you want then you may need to add guide curves to key points on the profile.
You could try changing some of the options on sweep function tab....

Sweep a like as a surface body and then thicken the surface.
