Can I in assembly mode like in part mode for features, slide my model tree bar up to insert parts before others?
In an assembly, you can click on a component and drag it up or down in the tree, but you can't drag a component below the mates folder. You can also drag features that are below the mates folder up and down, but you can't drag them above the mates folder. When moving components, be careful not to accidentally drop one into a sub-assembly, if you have any. You can hold down a key to keep this from happening while dragging. I'm pretty sure it's the Shift key, but I'm at home and don't have SW here to double-check.
You can drag the bar at the bottom up as far as the mates folder to temporarily suppress features or insert new features above existing features.

I think maybe I didn't make myy message clear. I do not want to be able to reorder components that are already assembled. i want to be able to put a new component in above somethin g that is already there. Are you saying i need to put the new one in at the bottom of the order THEN reorder it once its in there?
Yes, that's the way it works.
When you insert a component into an assembly it will automatically be placed as the last one in the tree. After that you can click and drag it to wherever you want it.

I believe it is the Alt key that allows you to place a component below a subassembly without placing it in the subassembly.
