More info: The features to which the original arrow is pointing is an internal radius. The feature I would like the second arrow to point to is an external radius of equal size. My guess is that the features must be exatly the same, so an internal and external radii set is not allowed.
The puzzling thing is that it did work, once.
There could be several causes. I recommend contacting your VAR to have them evaluate what you are experiencing. If it is a bug, they can file that. (Or, they may have a more immediate fix too.)
I've had this before. My work around was to copy the text delete the note and then create a new one.

The VAR told me that it does work in SW 2014. So far, it hasn't worked in my 2013 edition. I can point to multiple (equivalent value) internal or multiple external radii, but not a mixture of internal and external radii. If I get it to work, I'll report back.
