How can I mate cylinders, presented in attached file, that the inside face of four cylinders (wheels) touches the face of primary cylinder (guidance)?

I have 2011 at home and have done some variations of what I meant earlier.
I hope the attached files help.
Tangentially mate the inner face to the outer face. You could also use planes and distance mates.
Cannot mate tangentially because the angle is greater than 90 degree. The angle from the center of the cylinder to intersection point with the wheel. I will try with planes or distance.
In the model of the wheels.
Sketch a circle of the same diameter as the pipe on a plane which is perpendicular to the pipe in the assembly. (If the wheels are free to rotate in the assy then any plane should do).
Make the circle coincident with the inside corners of the wheels.
In the assy, mate the sketch concentric to the pipe. This should then pull the wheels into place.
Adrian, what are you saying sounds interesting, but I didn't understand exactly what you trying to explain.
And yes, the wheels should be free to rotate.

The wheels and axle look to be one revolved part.
If so then pick this same plane and draw a circle that is the same diameter as the pipe.
It may help to put in two points. Make one point coincident to the inside face and the outside diameter of the first wheel.
Make the other point coincident to the inside face and the outside diameter of the second wheel.
Make the circle coincident to the points.
If the wheels are all separate items then open the wheel and sketch the circle on a plane perpendicular the the wheel rotation. The circle will still need to be coincident to the corner of the wheel but the centre point of the circle will be half the inside spacing of the wheels on the shaft.
In the assembly, mate the circle concentric to the pipe.
I hope this makes it clearer. (I'm not sure it does myself)
