i want to draw a tangent arc at a crossing between two lines .i use command arc - > tangent option ( middle icon ). how do i choose which line the arc will be tangent to ?
Draw the arc in space separate from the lines and manually constrain.
tried that , but gives sometimes undesired results , like rotating or moving arc 180 °

When setting a tangent relation, SW will usually move the sketch entities to the nearest tangency, so if you manually move them close to where you want them before setting the relation you should get the result you want. That's not to say that they won't flip when you turn your back.
I don't have SW running right now, but I believe that the Tangent Arc can only be applied to the end of a line. So you are pretty well stuck with following the good advice from the others.
