What ever happened to CRTL Q rebuilding in assemblies, still works in parts?
Works on everything for me. SW2013 sp1.

The Feature that was removed as far as I know is: "Force Regen Top Level Assembly"
Do you see it set in your Keyboard shortcuts?
This is from my SW2014 SP1 install.
Did you do a clean install wiping out your registry settings or did the SW2013 reg settings carry over?

mine just says "Force Regen"
You have to have an assembly open for the "force regen top level assembly" to show. If you only have a part open it just shows "force regen". Works fine for me in 2014.

Still NO Fix?
I think that the default is for ctrl-Q to execute 'force regen'. When I started using 2011, I found that it didn't work correctly, but the rebuild toolbar button did work. Don't ask me why. I remapped ctrl-q to the rebuild function and now it works as expected. Sounds implausible, but it worked.
Ctrl+Q works fine for me in parts and assemblies. 2014 SP1.0 here.
