I usually assign "Custom Properties" to my parts so that the "description, part no., material, etc" show up on my drawings and in the on drawing Bill of Material. I just upgraded to SolidWorks 2014 and the drop down menu that list these custom properties is not there. When I click on the "Edit List" button it is also empty. Is this a bug in 2014?

You can use the "Property Table Builder 2014" in order to create templates for entering custom properties for parts, assemblies and drawing.

I just moved to SW 2014 from an older version and this initially confused me too but NO its not missing. What you are looking for is under File_Properties. Its in the upper left Solidworks logo menu flyout to the right. You active it by clicking or hovering over the upper left Solidworks logo menu, then under File go to Properties. This brings up the Custom Tab of the Summary Information. I believe this is what you are looking for.
The new Property Manager next to the Feature Manager button menu is something different than from previous versions.
Go into Tools>Option>System Options>File Locations and set the dropdown to custom property files.
In this folder should be a .txt file. The custom property dropdowns and edit list are filled from this .txt file. I am guessing that it is either missing or the setting is mapped to the wrong location.
