Confuse with User with read only access & remove attachment

Dear SUpport & PDM User.......

I am using sw 2007 sp2.0, pdm add-in sp2.1 and pdm server sp2.1.
I have a problem about " remove attachment " when a user have read only access.
Please open my attachment file for investigation.
