Hi Reto,
This button should show up if you choose an export format from the "Save as type" pull down that has options. This is the same behavior as at least SolidWorks 2012 and likely earlier releases (I only tried SolidWorks 2012 and 2013 to confirm).

No matter which format I choose, the button remains absent.
Same thing with the "save as 3D" checkbox when saving as *.pdf (which is working with a script).
I would like to export an ACIS *.sat in a compatible version to import in DraftSight and finaly save it as 3Ddxf.
What service pack of SolidWorks 2013 are you using and what operating system? Can you include a of the entire SolidWorks application with the Save As dialog up and the file type set to ACIS?

Try using Shift + File > Save AS i.e. hold down the shift key and then go to File > Save As.
