Yes there is a way to do this:
1. Set everything up how you want.
2. Without a document open, go to Tools > Save/Restore Settings..
This will open up the Copy Settings Wizard, where you can save your keyboard shortcuts, menu customization, system options, toolbar layout, and saved views to a file. Just follow the prompts to save a settings file.
When you want to restore, go to the same place and point it at the file you created.

When you save your settings with the procedure Kevin gave, you might want to copy the file to a network, flash drive, etc. instead of just your hard drive so if your computer dies you'll have a copy.
