I need to be able to create a 3D PDF file that shows annotation created in a 3D model, I can create a 2D PDF that shows these notes, but not a 3D version?
What I have been told is that I need Composer to perform this action?
Does composer offer GD&T Frames?
Typical, need to spend more money to get something done that SHOULD be included!!!!

Composer has GD&T Frames. I don't use 3D PDF's so I can't help you with those questions.

If you end up looking for a solution outside SolidWorks check out Anark as well. Think they have a good handle on MBE/MBD. Native SolidWorks has a way to go with this.
I can second Anna's recommendation. I had a live demo of Anark MBE/MBD at SWW tool and was really impressed with the capabilities.

I only have tested and used 2d pdf annotation add-on belonging to a document image managing system. With this pdf annotation creating tool, I can add and create annotation object on pdf page, and adjust the location of created annotation. Besides, I also have tried to burn and combine the created annotation shape on pdf page and save the annotation page into the defined lcoal file path.
