You can also insert the picture into a new PPT and use the PPT tools to make your presentation.
Greenshot is a Freeware tool that has more capacity for mark-ups, high lighting, croping and addinfg text. It also has basic lines arrows, boxs and such.
The text feature allows for a transparent backgroun or a filled color background.

When you open a clip in the Image editor you get a lot of options (for freeware):
I use it daily to help communicate concepts via pictures or even as a handy tool to capture info for work instead of jotting it down on paper.
You can print the capture directly to the printer or save it also.
Repositioning arrows and line ends and resizing text ballons is nice.
When typing in a text box SHIFT+ENTER for carriage return or else you exit the command.

Snagit is a favorite of mine for capturing and then annotating the saved screen captures. It is not free but inexpensive for the features it offers.
