I've never actually used a gear mate, so take my advice with a grain of salt. The first thing to note is that the gear mate only coordinates the relative motion of the mating gears, it does not actually mate the gear teeth themselves. You will have to line up the gears properly before hand. That means you will have to locate the center to center distance so that the pitch diameters are tangent and you will have to rotate the gears so that the teeth are meshed properly. Second, you will need to pick a sketch or sketches with the pitch diameter circles to establish the gear ratio or override the gear ratio.
Search the SolidWorks Help for "Gear Mates".
What I believe might be the issue with your 'gears' is that the rectangles are mated to planes by virtue of your skecthes, therefore they are unable to float. You can set both 'parts' to "Float" and try the gear mates again. Don't forget that without a selectable 'circle' you're likely to have to use View, Temporrary Axis" at the least to select an axis for rotation.
