Production really halted on completing a SW model or drawing? You guys must be new.
It would help to have some more explanation of your problem, cause it's pretty fuzzy what you want.
To me it sounds like you want to tip a trailer sideways, or maybe the tongue up and down, using airbag suspension. Haven't seen a trailer with airbag suspsension.
Usually the bellow supplier has the maximum and minimum dimensions on their customer drawings. Draw you bellow at those maximum sizes and maybe use configurations to show the minimum size as well. You might need a third configuration to show the bellow at riding hight (also use maximum diameter there).
Try something like this:
It is important that you mate the arc length, not the height. (dimension by clicking the two endpoints, followed by the arc itself)
When you drag the upper marked point up and down, you should see the bellow movement. Revolve this sketch around the vertical line.
put the part in the assembly, mate the bottom to the arm. Edit the sketch, and drag and drop the marked sketchpoint to the frame.
You can now rebuild the part when you have moved the arm, or you can make animations.
