Is there any why to turn off the automatic alignment for ordinate dimensions?

I have to go into each dimension to break the alignment and many times remove the jog.

Is there any way to get 0" to be 0.00" ?

Changing the number of decimals like other dimensions does not work.

I also think I have a bug here.

The vertical ordinate 0" goes to the end of a center line rather then to the horizontal line of the centerline.

I have to select the circle to get 0" in the correct spot.  But then the extension line lays over the center line and I can't adjust the extension line.
