I use note with a formula to read properties of parts (piece mark number). And i copy and paste it. I just use copy, select a line of the part, and paste. The note stays with that part.
it sounds like the note in question does not have a leader to attach it to the part.
for a note to be "in" a drawing view it needs to be created inside of its view boundary, or attached to an object in that view, or created while the view focus is locked to that view.
the easiest way I know of correcting a note that happens to not be "in" the view you wanted it to be in, is to cut and paste it into a spot inside the view boundary and then drag it to where you would like it to be.
If a drawing view is active (dotted orange/pink box showing around it) when the note is placed, then they should be tied together. If not, click on the note, Ctrl+X, click on the drawing view so the box is showing, Ctrl+V. Then you can drag the note anywhere on the drawing and they will still be linked.
