The assembly I wam working on for some reason is tilted at an angle with reference to the planes. Any suggestions on making it level?

When you created your assembly did you just bring in the first part and drop it? Try to hide all the other components except your fist part. Right click on this part in tree and select float. This should allow you to rotate the first part. Now mate this part using the planes parrallel. turn on other parts you should be good.
To follow up on what Thomas said, when placing the first dimension in your assembly, it's placed and fixed pretty much at random if you click in the graphics area. However, if after selecting the component you click on the green arrow of the Insert Component PropertyManager without clicking in the graphics area then the part will be placed and fixed with it's three main planes aligned with the same planes of the assembly.
You could always select a flat face on the part and mate it coincident to the top plane.
