Document Information Window Won't Open In Workgroup PDM

I've been having an issue with the Document Information Window in Workgroup PDM. I can't get it to open. It stopped opening several months ago when we were still on SW 2012 SP5. I upgraded our system to SW 2013 SP3 last week. I was hoping that installing the new version of SW would fix the issue, but it hasn't. I upgraded our SNL, then Workgroup then created an administrative image and deployed to clients (we have 4). The weird thing is that all 3 of the other users can open the document info window on their workstations. On top of that, when I log off my computer and log in as another user, the document info window will open even when I'm logged into the vault with my own credentials. Here is a table that will help you understand.

I've called support and they seem to be stumped. They told me to check my anti-virus, firewall and UAC settings and to disable any pop-up blockers. I've tried all of that, I even made sure all of my settings match the settings for the other users and the document information window still won't open for me. I also disabled my firewall and anti-virus and that still doesn't fix the problem. I've checked all my SW and Workgroup settings and I can't find anything that would prevent the document info window to open. All workstations are Windows 7 SP1. Can anybody help me?
