One quick question, Do you intend to share the Classified & Unclassified vault's SQL Server ?
If not, Then you need to have a migrator built in specifically to perform an All version migration from one vault to other and you may have to architect it in such a way you could use it every time a project becomes classified.

Thanks for your response. We will be using two different SQL servers, not shared.
Do you know of any such tools, or of organizations/people that can create one? I can attempt writing one of my own but I'm not sure of the best approach. I want to avoid getting every version of every referenced file (of which there are thousands) and checking them into the new vault one version at a time. Even automated, this will take a long time. Plus, with this approach I would lose all original dates. A requirement I need to keep.

One thing you could do is copy the database and fileset from the vault to the new server and change the registry keys and database entries to make it essentially a test environment, then destroy everything that's not needed in the new vault and destroy everything that you needed to remove from the old one. I think that's going to be your best option. Your VAR should be able to assist you in setting up what they would normally consider a "test environment", but for your purposes this would be a secondary production environment.
