Can anybody tell me how to create a new folder in PDM works?
Top level folders need to be inserted with PDM Vault Admin as Peter said. You should be able to add sub-projects by right-clicking the parent project and choosing "create sub-project".
The ability to create sub-projects as Jeff describes is controlled in the Workgroup Vault Admin as shown in the attached image.

An admin can create it within the WorkGroup PDM VaultAdmin tool.
