I'm probably going to open an SPR on this, but I've noticed it happening for a few months now: I'll have one component of an assembly that if I create a balloon of it in the drawing, it will not snap to a magnetic line.  It just floats around like a regular note

It's unusual because I've tried deleting the balloon and recreating it and the new balloon won't attach to the magnetic line.

I've also tried deleting the magnetic line and recreating it and it just passes right over the balloon without evoking any reaction from it.

Does anyone else see this behavior or know anything about it?
