Haven't heard of CST before, but you're right about the STEP format, it's geometry and metadata only.

No, unfortunately, I don't know of any nuetral file formatts that export materials
If it helps, the SolidWorks material spec is an XML file.
You might be able to import the material information into CST on that basis.
STEP AP203 Ed2 & STEP AP214 IS protocols have a conformance class that includes material name and density but not the other properties.
STEP AP209 is designed for export to analysis packages, but SW doesn't export to it.
Right now I'm trying to figure out what editions SW can export and import, but have yet to find this info.
