got it to work, supress the failing fillets, select all the the bodies from the solid body folder using the the sift key, click the first then hold the sift and click the last, go to insert features, scale and pick scale from origin, pic the scale you want... done.
nice, but I would start with the branches first then add the leaves, the leaves that are higher than the branches you should leave the merge results check box selected, for the lower make sepereat bodies, add fillets then merge. one hint don't knotch the branches then you won't have problems using the combine bodies.
one other trick, have you tried the dome feature on the top fo the leaves instead of fillets?
Insert > Feature > Scale
Select all the bodies in the Solid Bodies folder at the top of the Feature Manager. If you can't see a Solid Bodies folder turn it on under Tools > Options > Feature Manager > Set Solid Bodies to Show.

Works for me no problem in SW2012. Did not need to do anything special at all to the file. Just opened it up and used the Scale command about the Origin.
The fillet errors did not affect the Scale operation.

When I open the file, some of the features fail and gives error.
Unable to select the solids, due to the error.
