I don't have a direct answer but I have seen this before when the cleaner service was not running. Check these two Solution ID's on the Knowledge base. Hopefully it will point you in the right direction.

Thanks Tim. Those solutions gave me some ideas.
The vaults that were giving me the problem were transferred from another server, so I checked the ArchiveServer table in the vaults' SQL database and they were still pointing to the old ArchiveServerName. Changed it and the cleaner service for all of the vaults loaded normally.
