I'm trying to simulate a device but I only want the torque shown to activate when the crank is at a certain position in the rotation. I would like to follow the pattern shown below. In the 2nd image you can see where I tried to accomplish this by using the "Segments" feature to input the torque values I wanted at the angles I want. My big question is where it says "Cycle Angle" what angle is 0? Where does it start? And how could I make it so that the cycle angles are dependent on the cranks angle position?

I don't have SW open in front of me, but you might first check your Property Manager edit boxes.
I think the first edit box should contain a body FACE to which the torque is applied. The second edit box should contain the body about which the torque is applied (a cylindrical face is probably the best selection because axes are not bodies).
Generally, the radio button should relate torque to a selected component .
Angle zero should be the angle at time zero and the angle in the static model.
It seems you are trying to build a cubic function for torque. SW does not teach maths; you are expected to learn that elsewhere before you apply it in SW. I am having difficulty imagining a physical device which would apply the torque you have plotted, particularly the step at zero degrees.
I wonder whether you are starting at the wrong end of your mechanism.
