I think you can´t. It must be based on "Spin Box Increments" in system options. Currently you must have there in English units 0.01" you can change it to basically whatever you want except 0.

We had been wondering about it ourselves.
Typical though, one can change it to anything one wants except to what we actually want and need, namely zero.
While it's only logical that the spin box increment can't be zero, the same can't be said for default offset of a plane towards a surface.
When we want an offset of a plane to a surface then we actually put it in manually and never ever could or would we rely on the 'default' value.
In lots of cases however we don't need any offset whatsoever. In short, having the default offset ratio set by the spin box increment and linking this to the creation of planes doesn't seem to serve any purpose except costing time to adjust it to what is actually needed.
I just tried creating a new part template with the offset changed to zero but no joy.
For many property settings you can start a new part, create temporary features with the desired defaults in the associated property manager, delete the temporary feature, and save the now empty part file as a new template. This will often retain those changed defaults in the template. But this method did not work in this case.
